Baltimore City residents, who meet income requirements, and have a child enrolled in Highlandtown #215 EMS, Highlandtown #237 EMS, John Ruhrah EMS, Tench Tilghman EMS, William Paca ES, Graceland Park-O’Donnell Heights EMS, and Holabird Academy.
